All production processes need to maintain their critical parameters within limits W.R.T. Set point. What if set point itself is changed to a non desired value? A complete process can behave erratic posing long shutdowns and even Safety Risks. And relying on PLC / HMI passwords is not effective at all as after few months of operation, so many people know the passwords and can change setpoint at their will.
